IMPLEMENTASI MODEL PENILAIAN KINERJA MUTU PELAKSANAAN PEKERJAAN DRAINASE JALAN PROVINSI DI PROVINSI MALUKU

Structural damage of road pavements often occurs faster than the road design life. To improve the quality of road construction, understanding and compliance with work instructions on the implementation of a Quality Management System by road construction operators is very necessary. This study aims to analyze the contribution of the factors that influence the implementation of a road drainage work in the field and create a method of assessing the quality performance of the drainage work. The data for this study were obtained from a survey using a questionnaire on parties directly involved in the implementation of provincial roads, namely the Public Works and Public Housing Agency, contractors, and supervisory consultants in Maluku Province. The components of the drainage construction are concrete culvert and drainage work. Data analysis was performed using the Structural Equation Modeling method. The results show that the subcomponents that influence the performance of concrete culvert and drainage work are the preparation subcomponent, amounting to 79.2%; excavation subcomponent, 68.5%, coarse aggregate material of bottom base of concrete pipe culvert, 72.8%, landfilling subcomponent, 69.6%; drainage and formwork subcomponent, 87.9%, casting and compaction subcomponent, 83.1%; and the sub-components of the joint construction, maintenance, and installation of precast concrete cover plates, 79.1%. The performance achievement report of drainage construction in Maluku Province has a total score of 77.45%, categorized as medium.

Abstrak

Kerusakan struktural perkerasan jalan sering terjadi lebih cepat daripada umur rencana jalan tersebut. Untuk meningkatkan kualitas konstruksi jalan, pemahaman dan kepatuhan terhadap instruksi kerja pada penerapan Sistem Manajemen Mutu oleh penyelenggara konstruksi jalan sangat diperlukan. Penelitian ini bertujuan untuk menganalisis kontribusi faktor-faktor yang memengaruhi pelaksanaan suatu pekerjaan drainase jalan di lapangan dan membuat cara penilaian pelaksanaan pekerjaan drainase tersebut berdasarkan capaian kinerja mutu. Data penelitian ini diperoleh dari survei menggunakan kuesioner terhadap pihak-pihak yang terlibat langsung pada pelaksanaan jalan provinsi, yaitu Dinas Pekerjaan Umum dan Perumahan Rakyat, kontraktor, dan konsultan pengawas di Provinsi Maluku. Komponen pelaksanaan drainase yang diteliti adalah pekerjaan gorong-gorong dan pekerjaan drainase beton. Analisis data dilakukan dengan menggunakan metode Struc-tural Equation Modeling. Hasil analisis menunjukkan bahwa subkomponen yang memengaruhi pelaksanaan pekerjaan gorong-gorong dan pekerjaan drainase beton adalah subkomponen persiapan, sebesar 79,2%; subkomponen penggalian, sebesar 68,5%, subkomponen bahan landasan dan gorong-gorong pipa beton, sebesar 72,8%, subkomponen penimbunan, sebesar 69,6%, subkomponen pemasangan drainase dan acuan, sebesar 87,9%, subkomponen pengecoran dan pemadatan, sebesar 83,1%; dan subkomponen sambungan konstruksi, perawatan, dan pemasangan plat penutup beton pracetak, sebesar 79,1%. Rapor capaian kinerja mutu pekerjaan drainase jalan provinsi di Provinsi Maluku memperoleh bobot penilaian total sebesar 77,45%, dengan kategori medium.
