Abstract

The Indonesia Toll Road Authority has drafted the concept of the Intelligent Transport System roadmap, including the application of electronic technology on toll roads, in the form of non-cash toll transactions. The aim is to create an effective, efficient, informative, safe, comfortable, and sustainable toll road service. Efforts to improve services, particularly accessibility, begin with the application of non-cash toll transactions up to the application of the Multilane Free Flow concept, or multi-lane and toll payment without stop. With this system, toll road users do not need to stop their vehicles when making toll payment transactions. In this study, a review of the implementation plan in stages and a complete concept of the Intelligent Transport System is carried out. The implementation of Multilane Free Flow is the final goal to be achieved, so that non-cash toll transactions can be carried out at normal speed, and toll road users do not need to slow down or stop their vehicles. To further improve services to toll road users and in order to meet minimum toll road service standards, the realization of the multilane free flow system is a necessity.

Badan Pengatur Jalan Tol telah menyusun konsep roadmap Intelligent Transport System, termasuk penerapan teknologi elektronik di jalan tol, yaitu berupa transaksi tol secara nontunai. Tujuannya adalah untuk menciptakan pelayanan jalan tol yang efektif, efisien, informatif, aman, nyaman, dan berkelanjutan. Upaya peningkatan pelayanan, khususnya aksesibilitas, dimulai dengan penerapan transaksi tol nontunai hingga penerapan konsep Multilane Free Flow, atau pembayaran toltanpa henti secara multilajur. Dengan sistem ini pengguna jalan tol tidak perlu menghentikan kendaraan pada saat melakukan transaksi pembayaran tol. Pada studi ini dilakukan kajian terhadap rencana penerapan secara bertahap dan lengkap konsep Intelligent Transport System tersebut. Penerapan Multilane Free Flow merupakan tujuan akhir yang ingin dicapai, sehingga transaksi tol nontunai dapat dilakukan dengan kecepatan normal, dan pengguna jalan tol tidak perlu memperlambat atau menghentikankendaraannya. Untuk lebih meningkatkan pelayanan kepada pengguna jalan tol dan dalam rangka memenuhi standar pelayanan minimal jalan tol, perwujudan sistem multilane free flow merupakan suatu keniscayaan.
