PENGARUH ENAM KOMPONEN JALAN TERHADAP KINERJA RUAS JALAN

Abstract
The current performance assessment of road segments tends to consider road pavement conditions only, with the International Roughness Index, Surface Distress Index, or Falling Weight Deflectometer values as indicators. This assessment has an impact on the preparation of road preservation programs, which are only based on data on road pavement conditions. This is different from the field demands, which indicate that road preservation must be carried out comprehensively, meaning that road preservation must be done not only on damaged pavement, but more importantly, it must repair various components that trigger the damage to the road, such as road shoulder, road drainage, culverts, and the presence of plants. This study aims to develop a comprehensive road segment performance evaluation model, involving the components of road pavement, road shoulder, road drainage, road equipment, complementary structures, and the presence of plant. The study was performed by conducting an interview survey and filling out a questionnaire, which was then performed a statistical analysis using Structural Equation Modeling software. The results of this study indicate that of the 6 performance indicators assessed, each contributed significantly to the performance of the road sections. The road pavement component contributed 32.0%, the road shoulder component contributed 21.0%, the road drainage component contributed 20.0%, the road equipment component contributed 9.0%, the road complementary structure component contributed 12.0%, and the plant control component contributed 6.0% of the performance of the road section.

Penilaian kinerja ruas jalan saat ini cenderung hanya mempertimbangkan kondisi perkerasan jalan, dengan indikator International Roughness Index, Surface Distress Index, atau nilai Falling Weight Deflectometer. Penilaian tersebut berdampak pada penyusunan program penanganan jalan, yang hanya berdasarkan pada data kondisi perkerasan jalan. Hal ini berbeda dengan tuntutan lapangan, yang mengindikasikan bahwa penanganan jalan harus dilakukan secara komprehensif, yang artinya penanganan jalan harus dilakukan tidak hanya pada perkerasan jalan yang rusak, tetapi yang lebih utama harus memperbaiki berbagai komponen yang menjadi pemicu kerusakan jalan tersebut, seperti bahu jalan, drainase jalan, gorong-gorong, dan keberadaaan tanaman. Penelitian ini bertujuan untuk melakukan penyusunan model penilaian kinerja ruas jalan yang komprehensif, dengan melibatkan komponen perkerasan jalan, bahu jalan, drainase jalan, perlengkapan jalan, bangunan pelengkap, dan keberadaan tanaman. Pada pnelitian ini dilakukan survei wawancara dan pengisian kuesioner, yang kemudian dilakukan analisis statistika menggunakan perangkat lunak Structural Equation Modeling. Hasil penelitian ini menunjukkan bahwa dari 6 indikator kinerja yang dinilai, masing-masing memberikan kontribusi yang signifikan terhadap kinerja ruas jalan. Komponen perkerasan jalan berkontribusi 32,0%, komponen bahu jalan berkontribusi 21,0%, komponen drainase jalan berkontribusi 20,0%, komponen perlengkapan jalan berkontribusi 9,0%, komponen bangunan pelengkap berkontribusi 12,0%, dan komponen pengendalian tanaman berkontribusi sebesar 6,0% terhadap kinerja ruas jalan.
