PEMANTAUAN PENERAPAN SANKSI FINANSIAL ATAS KETERLAMBATAN PEMENUHAN INDIKATOR KINERJA JALAN MENGGUNAKAN APLIKASI BERBASIS ANDROID SININJA

Abstract

The implementation of national road preservation with a long segment scheme requires contractors to be responsible for carrying out effective and functional maintenance of road sections. Contractors who fail to meet the Road Performance Indicators (RPI) based on the repair response time, will be given financial sanctions in the form of withholding payments. Currently, the government is not yet optimal in applying these sanctions and contractors tend to ignore the RPI. The application of sanctions that are not yet optimal is inversely propor-tional to the number of complaints related to road performance. The relatively high frequency of complaints indicates that road performance is not optimal, so a system is needed in order to digitize the long segment program, which can monitor RPI fulfillment and apply sanctions for delays in RPI fulfillment. The SININJA application (Road Performance Indicator Sanctions) was developed in order to support the fulfillment of road service levels and support long segment performance to be more optimal. The benefits of the SININJA application are RPI reporting in real time, reminder notifications for road damage that have not been handled, ease in the administration process, calculations of RPI sanctions are done automatically, and allows direct monitoring by the leaders.

Abstrak

Penyelenggaraan preservasi jalan nasional dengan skema long segment menuntut penyedia jasa bertanggung jawab dalam melaksanakan pemeliharaan pada ruas jalan secara efektif dan fungsional. Penyedia jasa yang gagal memenuhi Indikator Kinerja Jalan (IKJ) berdasarkan waktu tanggap perbaikan, akan diberi sanksi finansial berupa pemotongan pembayaran. Saat ini pengguna jasa belum optimal dalam menerapkan sanksi ini dan penyedia jasa cenderung mengabaikan IKJ. Penerapan sanksi yang belum optimal tersebut berbanding terbalik dengan jumlah aduan yang terkait dengan kinerja jalan. Frekuensi aduan yang cukup tinggi meng-indikasikan bahwa kinerja jalan belum optimal, sehingga diperlukan suatu sistem dalam rangka digitalisasi program long segment, yang dapat memantau pemenuhan IKJ serta penerapan sanksi terhadap keterlambatan pemenuhan IKJ. Aplikasi SININJA (Sanksi Indikator Kinerja Jalan) dibangun dalam rangka mendukung pemenuhan tingkat layanan jalan dan mendukung kinerja long segment agar menjadi lebih optimal. Manfaat aplikasi SININJA adalah pelaporan IKJ secara real time, adanya notifikasi pengingat atas kerusakan jalan yang belum ditangani, kemudahan dalam proses administrasi, perhitungan dilakukan secara otomatis, kemudahan dalam penerapan sanksi IKJ, dan memungkinkan dilakukan pemantauan langsung oleh pimpinan.
